Safety
Compliance with principles of safety and health in order to prevent dangers and to safeguard human resources as the most important assets of the company is embedded in Iran Alumina Company's policy.
In line with this approach, the following steps are taken by the safety department of the company:
Developing goals and plans for safety and actions taken towards the implementation of the plans;
Developing plans and setting targets, and hammering out safety plans by safety professional comities with the goal of preventing incidents from happening;
Identification of dangers and evaluating and mitigating risks and threats;
Organizing safety inspectors in six operational areas for enhanced oversight on safe work with the following goals:
Identifying points of danger, safety deficits, preparing reports and suggesting remedies for tackling the issues;
Oversight of the implementation of rules and regulations, laws, standards;
Oversight of good implementation of safety instructions and requirements in contracts made between the company and contractors;
Oversight of the procurement and distribution of the personal protection equipment (PPE) according to the working needs;
Registering the reports of accidents and near-misses, analyzing them and delivering preventive measures;
Analyzing and prioritizing the training needs in terms of safety and implementing educational programs and retraining programs;
Collaborating with other health, safety and environment groups in order to advance the HSE goals.
A prerequisite for safe mining is the implementation of regular programs with respect to safety and rescue. While by the implementation of safety laws and regulations accidents can be prevented to a great extent, accidents may happen any time at mines and preparations must be made in order to face accidents.
To this end, and for the purpose of protecting the company and the assets of the organization, establishment of the mines safety and rescue department was effected by Deployment of forces and equipment needed at (bauxite at Tash area) whose activities have been defined as follows:
Classification of mines in terms of safety and rescue:
1) open mines,
2) underground mines
Definitions:
Safety: means the existence of conditions in which no errors occur and the people and assets are not exposed to any dangers.
Accident or incident: an unwanted and unplanned event that might lead to human and financial losses.
Person responsible for safety and protection: is a person appointed for safety and protection under Mines Act Enforcement Bylaw Article 68, and Mines Protection and Safety Bylaw and is held accountable for the safety, and rescue operations at mines.
The duty of the person responsible for mine safety and rescue task affairs and selection of appropriate cooperation is to deal with traumatic situations and formulate comprehensive plans to deal with possible accidents. Immediately after being informed of the accident, they should attend the scene and manage the incident or accident confrontation activities and guide the teams working under their management.
Rescue personnel: Comprise the people who are employed only for rescue at mines on a full-time basis in the rescue team.
Rescue procedures followed in mines comprise following activities is as follows:
A. Thorough evaluation of the situation, gathering information needed, and planning for preventing and confronting with possible accidents;
B. Identifying the place of the accident, and finding ways to access and set of air flow and ventilation channels at the time when an accident occurs;
C. Rescuing the survivors, finding the lost people, and evacuating the bodies of the accident victims.
D. Firefighting operations;
Overall duties of the rescue department at the time an accident occurs:
Once an accident occurs, the rescue department engages immediately on the basis of plans projected and provided beforehand and carries out the predetermined activities meant for the confrontation with the event, and prepares the site for continued mining operations:
To this end the following procedures must be followed: 1. Guarding mine entrances for preventing other people to arrive at the scene of the accident; 2. Locating the incident; 3. Extinguishing the fire and restricting the fire; 4. Identifying the number of the people caught up in the mine and the injuries; 5. Rescuing and removing the personnel and the injured people from the mine, 6. Providing first-aid and relieves to the injured people; 7. Identifying the dangerous points; 8. Recording the events, situations and documentation related to the accident; 9. Preparing the location for the resumption of mining operations; 10. Correcting the plans and incident confrontation procedures with respect to experience gained after the incident.
The most important factor that determines the success of a rescue operation and relieves the effects of various accidents is coordination among the groups and organizations involved (safety, health, rescue, firefighting, emergency, Alumina Iran and other contractor companies).
Firefighting
The firefighting department has been an essential pillar of Alumina Iran Company from the beginning of the company's establishment tasked with the duty of preventing accidents and restricting the incidents of fire and minimizing the human and financial losses.
The activities of this department center around prevention, extinguishing and cooperation in the production process as follows:
Performing its activities round-the-clock in four working shifts;
Dividing the complex, residential town, and bauxite and limestone mines into four zones in line with the goals of preventing fire and checkup of the equipment deployed in each zone;
Examining the causes of the accidents and fires in each pertinent zone, where in case of any non-conformity with the safety and fire rules and procedures, immediate actions will be taken towards the elimination of the cause of the non-conformity, and a report will be prepared and submitted;
In addition to aforementioned actions, a thorough checkup of the equipment takes place in each working shift and another checkup together with the weighing and charging of fire-extinguishing capsules take place at the end of each season.
Training and elevating the scientific level of the personnel is of high importance, therefore, it has been sought to have experienced maestros attend the company in order to deliver training courses to the personnel involved at the company site and familiarize them with the latest scientific materials (in fire extinguishing, first aid, professional and semi-professional courses delivered) and enabling the personnel to visit national and international exhibitions and attend the pertinent forums.
Participation in various sporting events and holding physical education plans and physical readiness tests are always on the agenda and firm plans are developed and implemented in this respect with due regard to time and space conditions.
Delivering fire-extinguishing services to adjacent towns by the order of the management of the company;
Assisting the production process in terms of scouring and removing the bottle-necks that exist in the production lines;
Performing fire-extinguishing activities;
Delivering rescue and relieve operations;
Holding maneuvers in various areas (such as fire, leaking, explosions, emergency evacuations, and rescue operations) in order to test the operational capabilities of the personnel and updating their knowledge.
Occupational Health Center of Alumina Iran Company, Jajarm Complex
Alumina Iran Company has an Occupational Health Center that is based in the site of Jajarm Factory and two health stations in bauxite and limestone mines in Jajarm, which operate under the supervision of Jajarm town healthcare center.
1) Healthcare activities: Equipped with two ambulances and enjoying physicians, nurses, paramedics, healthcare technicians and occupational healthcare experts, general healthcare technicians and an ambulance driver, the healthcare service operates on a round-the-clock basis. It takes care of outpatients and victims of accidents, delivers healthcare services to the personnel and contractors. It also delivers medical consultation services and refers patients to specialists for further treatment and follows up their cases. Additionally, it departs patients and accident victims to the Jajarm town healthcare center, and if necessary, it departs them to adjacent towns. It delivers services in line with the goal of elevating occupational health and overall health of the employees.
2) Occupational Health services Within the framework of health services, this department delivers services such as the occupational health services activities (recruitment examinations, periodical examinations, specific examinations, and screening the people for occupational diseases), and within the framework of environmental health (health inspections to various business units, and hygienic oversight of the complex restaurant, monitoring the drinking water, controlling insects and rodents by means of spraying poisons, baited traps, and oversight of collection and proper and hygienic disposal of the garbage), fighting diseases through vaccination, familial health and planning, training the people in nutrition and personal and public health, and first aid.
